U.S. joins race for undiscovered Arctic oil and gas

After lagging behind the rest of the world, the U.S. is catching up in an effort to develop oil and gas reserves under Arctic waters. The U.S. Geological Survey said Arctic fields might hold as much as a third of the world's untapped natural gas and 13% of its unconfirmed crude-oil reserves.
