EU leaders aim to get the upper hand in sovereign-debt crisis

After a year of responding to one fiscal crisis after another, EU leaders intend to take an initiative in dealing with the expanding debt crisis. Officials plan to discuss proposed changes to the EU's treaty, including a permanent crisis-solution system, during a two-day summit in Brussels. The idea of making more money available to bail out countries could be addressed, although EU leaders are divided on whether that precaution is necessary
